The film depicts the public life of Georgia in the 1980s. Giorgi Toreli, a high-ranking official of the Communist Party strives to reinvigorate his home province Meskheti. In light of the overwhelming negligence and impervious bureaucracy Toreli’s move is nothing but a quixotic effort. In spite of difficulties and obstacles Toreli’s efforts bear fruit and reflect on the region’s life.
